Opening in super nice fantasy leagues

Hey guys, I'm in the other leagues that have openings, some now, some next season. Nice complement to Capwise. They are leagues with salary cap but contract aren't garanteed so you can drop players without having the burden of the contract tied to your budget. They're is more stats than in Capwise. More trades too obviously as the contract aren't garanteed. One is a free Rotisserie, one is a free H2H and one is a 50$ fee H2H. The leagues are now on CBS but will be porting to Fantrax next season. Honestly guys these leagues are really great. I wouldn't let go one of these nor my Capwise league for any reason other than crumbling under to much work. The off-season in particular are awesome. And I really mean it. Bunch of great, competitve GMs that usually own a franchise in all 3 leagues. No fee if you get the team now for the current season, next season there is a small fee (for Fantrax) in the ''free'' leagues and the 50$+Fantrax fee for the one with money on the line. 

I'll post the rules down here, for for the Roto and one for the two H2H. Any questions just send me a PM. I'm co-commishing in all three leagues. It's managed by a 5 members board. Very helpful guys.

LEAGUE RULES (updated for the 2016/17 season) 

1. PHILOSOPHY 

BEARFLAGGERS FANTASY HOCKEY LEAGUE (“BFHL”) is a long-term keeper league based on NHL player salary “cap hits” and contract terms. BFHL General Managers (“GM”) not only decide on roster building but also how to manage RFA, UFA, salary cap room and length of contracts over time. BFHL also uses “FAAB” (virtual cash) as a form of payment for various activities as well as trade currency. Teams make FAAB by winning scoring titles, various awards, and finishing as high as possible in the standings. 

To be successful, managers have to stay active, set daily rosters and manage FAAB balances well. Effective money management is key and critical to long-term success. While it is not a requirement to trade, trading is strongly encouraged. Failure to at least respond to trade requests is considered poor form. Trading is only closed for a brief period, for about a month at the end of the regular season. 

Playing in the BFHL requires year-round participation. There is an active offseason with many events, including bidding for RFAs, drafting NHL entry players and bidding for re-entry players (UFA). 

2. OBJECTIVES 

The goals are simple: to have fun and win the BFHL Cup. Winning the BFHL Cup is one of the hardest things to do in fantasy hockey...and can get very expensive. 

3. ORGANIZATION 

CBS 

We use CBS Sports as our platform. CBS is superior for researching player stats and offering scoring categories. 

The CBS annual fee will be split between the managers. PayPal is preferred for payments but checks are fine. The fee is due when CBS opens up the new season. 

PROBOARDS 

We will use bearflaggers.proboards.com/index.cgi as our “home” for communications, especially during the offseason. While CBS offers useful trading blocks and other communication tools, the group chats and offseason activities will mostly be organized through the home site. 

BOARD OF DIRECTORS 

The Board of Directors (“BoD”) monitors various league functions, communications and activities. The BoD assists the Commissioner to run the league. It consists of three manager volunteers, including the Commissioner, and each carry one vote when voting on matters. It is the Commissioner's job to undertake decisions in a fair and reasonable manner on an ongoing basis but it is possible that an affected GM may have a legitimate difference of opinion about a specific matter and then either the Commissioner or the GM may request to have the matter referred to the BoD for a ruling. 

The BoD for the 2011/12 season are KJ, Roger and JR. Roger is in charge of recording draft picks and JR is in charge of recording FAAB. 

FAIR PLAY 

Collusion or other forms of negative play, including the use of offensive communications, will not be tolerated in BFHL. The Commissioner, in consultation with the BoD, reserves the right to remove offenders from the league and intentional rule breakers and abusive managers will simply be removed. Inactive managers and/or managers who show little participation may also be removed. The expectations and requirements are high and failure to meet them is cause for removal. 

RULE CHANGES 

We welcome suggestions to improve our league. While it is unlikely that rule changes will happen during the season, please submit suggestions in the suggestion box at Proboards. That's where we can all weigh in on future changes. 

FAAB 

Think of BFHL as a “mini-economy” and FAAB as the cash used for bidding and paying fees and fines. When bidding, FAAB is like a “signing bonus.” Managers make money by finishing high in the standings, winning stat categories and winning league awards. FAAB can also be traded for picks and players. 

FAAB cannot be borrowed or traded without any other asset and teams must never run negative balances. If a team runs out of FAAB then they will need to sell players or picks to raise cash or the Commissioner will auction out players to mitigate the situation. 

The amount of FAAB distributed to the teams at the beginning of the season will be reviewed each year. The Commissioner reserves the right to add or withdraw FAAB and change the rules based on what is best for the league. 

It cannot be emphasized enough: FAAB is a critical part of the league. One key to long-term success is to win and trade for FAAB and use FAAB to upgrade the team over time. Do NOT run out of FAAB. 

TEAMS 

Team names must be real NHL team names. It is required that you have a proper NHL team logo on your CBS roster page and a valid e-mail for trading purposes and league communication. 

4. PLAYER SALARIES 

We will use the player’s “Cap Hit“, as posted by a third party source as determined by the BOD, and not the actual player “Salary.” 

Only players with officially confirmed cap hits published by such third party source can be picked up on the FA wire or in auctions. Do not pick up players unless you can confirm the salary contracts.

The third party source is our source for contract terms but what ultimately rules is the actual real-life contract terms. Should there be a discrepancy between the third party source and real-life terms then real-life terms will rule, even if trades have occurred on the third-party basis. 

If a player’s contract expires at the end of the season but he signs a new contract during the season then that player must still be put through free agency upon the expiration of the existing (original) contract. In other words, you own the player for the duration of his current and original contract once you acquire him, not through any re-signings or extensions.

5. SALARY CAP 

We have two team salary caps in the league: one for the major team and one for the minor team. The salary cap for the major team (active and bench players) will be the real NHL Salary Cap plus 15%. Teams must be under the salary cap to accumulate stats each day. 

There is an independent salary cap of $8 million for the Minor Team roster. The combined salaries for all the minor players must be under this salary cap. 

6. ROSTERS 

All roster movements either to or from the Minor team, Prospects and LTIR must be publicly announced on the CBS message boards 1 hour prior to puck drop to become official. No trades will be approved inside this hour. 

MAJOR TEAM 

Required Daily Active Players: 15 

Roster positions include C, LW, RW, D and G 

There are a minimum and maximum number of active players allowed by position, which provide managers with some roster flexibility on any given night. The active daily roster must have: 

2 to 4 Centers 
2 to 4 Left wingers 
2 to 4 Right wingers 
3 to 6 Defensemen 
1 to 2 Goalies 

A team may carry up to 5 additional bench players for a total of 20 players in the Major Team. While the 5 bench players are not mandatory, to carry fewer is most likely not a winning strategy. 

NOTE: there is no maximum number of players per position allowed on your combined major and minor rosters EXCEPT for a limit of MAX 3 goalies combined. 

INJURY RESERVE 

There are 4 spots for injured players for the Major Team (there is no IR cap for the Minor Team and IR players can be placed in the Minors). Injured players count against the salary cap, unless a manager elects to pay for the IR player to be placed in the long-term injury reserve (LTIR). A LTIR player’s salary does not count against the team’s salary cap but does count towards the IR cap of max 4 players. When a player returns from the IR, a team must activate or drop this player before he has played 4 games while sitting in IR or the team will be fined and suffer an illegal roster. 

If a goalie goes on IR then a team may replace him with another goalie without it counting towards the goalie roster limit of max 3. However, the injured goalie’s salary still counts against the team’s salary cap (unless he is on LTIR). 

MINOR TEAM 

There can be up to 5 players on the Minor Team. Any player with a cap hit of $2 million or below can be placed in the Minors, including rookies, injured and suspended players. Moving a player from the Minor Team to the Major Team roster carries a FAAB fee. There is no fee for sending a player down to the Minors.

Minor Team players do not count against the Major Team salary cap, but there is a separate $8 million salary cap for the Minor Team players. There can be up to 5 players in the Minors, as long as the combined salary does not exceed the salary cap. 


PROSPECTS/ROOKIES 

BFHL uses the following formula for establishing rookie eligibility: 

A skater must not have played more than 40 games and a goalie must not have played more than 20 games (as determined by CBS in the career statistics for that player) by the time he's sent to Prospects. 

Rookie eligibility will be refreshed each offseason. Once the player loses his rookie status, he must be moved to the Major or Minor rosters for the following season. A Prospect who loses his eligibility during the season can remain a Prospect until the commencement of the next season. 

A team can have up to 8 prospects. There is no limit to the number of goalie prospects as long as the number is no higher than the overall prospect cap. Prospect salaries do not count against the respective caps. 

There is a fee to activate a Prospect at any time after he has been assigned as a Prospect. Activated Prospects can become Prospects again at any time as long as they are eligible to become Prospects at that time. There is no fee for sending players to Prospects. 

7. DAILY ROSTER MANAGEMENT 

All roster movements either to or from the Minor Team, Prospects and LTIR must be announced on the CBS message boards prior to CBS locks the rosters before game time to become official. There is no formal rule for announcing moves to and from regular IR but doing so is a good practice. 

Managers can make announcements at any time prior to the daily CBS roster deadline, which is typically 5 minutes before official start-time. The BoD may not make the roster changes right away but as long as the announcement is made before the deadline the action is valid. 

Upon a FA pickup or a trade, a player will by default be placed in the Majors (either as active or on the bench). This is preset by the CBS system. If this is NOT the manager’s intention, then any assignments to the Minors, Prospects or LTIR must be announced before the deadline that SAME day. 

If teams are deemed illegal for whatever reason then the team will be fined $1,000 FAAB and lose the most recent daily stats (one day). The team will continue to be fined $1,000 FAAB and lose stats every day until the problem has been resolved (subject to max fine). 

8. GOALIE MAXIMUMS / MINIMUMS 

There is a maximum amount of 126 goalie games played and a minimum amount of 60 games played to get credit for goalie statistics. Failure to meet the minimum number of goalie games will result in a team’s goalie points being forfeited. 

Any team who does not meet the required minimum cannot receive the first overall draft pick and will remain in the same position even if they win the lottery. If said team finishes last then they will drop one position. 


9. POSITIONS 

BFHL will strictly follow CBS' position assignments from year to year. Teams must never change a player's position in CBS and there will be an automatic illegal roster if a change is made whether by accident or otherwise. If a mistake happens and the GM self-reports such mistake before the puck is dropped that same day then there will be no fine. 

10. SCORING CATEGORIES 

Rotisserie scoring categories will be reviewed each year and possibly modified based on desired changes in the league. We have selected 20 scoring categories to model actual contributions to successful teams in the real NHL. There is an emphasis on special teams. Each category weighs equally so, for example, a team win in “Hits” is worth as much as a team win in “Goals” in the overall standings. 

SKATER SCORING CATEGORIES: 

G – Goals 
A – Assists 
DEP – Defenseman Points (two DEP for goals and one DEP for assists) 
SOG – Shots on Goal 
GWGOT – Game Winning Goals including Over Time Goals 
PPGFWOI – Power Play Goals For While On Ice 
SHGFWOI – Short Handed Goals For While On Ice 
SHOG – Shootout Goals 
+/- – Plus Minus 
MAJ – Major Penalties 
TOI – Time on Ice (including goalies) 
Hits 
Blocked Shots 
FOW – Face-offs Won 

GOALIE SCORING CATEGORIES (in addition to TOI): 

SPct – Save % 
SO – Shut Outs 
SHOS – Shootout Saves (excluding shots that missed the net) 
GAA – Goals Against Average 
W – Wins 
S – Saves 

Goalies also score in other categories, such as G, A, MAJ, SOG and TOI. 

11. FREE AGENT WAIVERS 

Teams picking up players on the waiver wire must use the FAAB bidding module in the CBS system. In case two teams or more are bidding the same amount of FAAB then the team with the highest waiver priority wins. The waiver priority list resets after each waiver pickup such that a winning team goes to the bottom of the list. 

The minimum bid for free agents is $500. Any bids above the minimum must be placed in $100 increments (no odd amounts allowed). Bids below the minimum or in odd amounts will be deemed illegal and the free agent will go back to the free agent pool. 

The manager must make sure the free agent’s salary (Cap Hit) fits under the team’s salary cap before the puck drops on the day he is signed. 

Only players already in the CBS player system are eligible for free agent signings during the regular season. 

12. UFA SIGNINGS 

If a player is an Unrestricted Free Agent (UFA) at the end of his contract then there will be a bidding process for that player. The original team does not have matching or compensation rights to any UFA but can bid for the player in the auction with all the other teams. 

Only UFA players with signed contracts can be bid on. That means unsigned players, and players not playing in the NHL, are ineligible. Significant UFA players signing contracts after the regular season has commenced will be auctioned at such time. 

13. RFA SIGNINGS 

If a player is a Restricted Free Agent (RFA) at the end of his contract then there will be a bidding process for that player and the owning team has matching and compensation rights to the RFA player. This process is akin to the NHL’s “offer sheet” process. 

Teams bid for RFAs using FAAB with a minimum bid of $500. The team previously owning the RFA can match the high bid to keep the player, at the player’s new NHL salary and contract length. If the team chooses not to match then the RFA is awarded to the team with the highest bid, along with the player’s new NHL salary and contract length. The owning team is then entitled to compensation from the new owner, as follows: 

Category 1 RFA 
New Salary Cap Hit of more than $5 million. 
Either 1st Round Entry Draft Pick plus 50% of winning FAAB bid or 100% of winning FAAB bid. 

Category 2 RFA 
New Salary Cap Hit between $2.5 million and $5 million. 
Either 2nd Round Entry Draft Pick plus 50% of winning bid or 100% of winning FAAB bid. 

Category 3 RFA 
New Salary Cap Hit under $2.5 million. 
Either 3rd Round Entry Draft Pick plus 50% of winning bid or 100% of winning FAAB bid. 

The team receiving the compensation for the lost player will choose the form of compensation they prefer. The winning team’s FAAB balance will decrease based on the option chosen. 

A team matching the highest bid will pay 100% of the bid in FAAB to the league to keep the player with the new contract. A player not receiving a bid will remain with the old team without the team having to pay a signing bonus. 

If a RFA player remains unsigned when the new season begins then he has to be dropped by the owning team. The BOD will organize an auction when said player is signed and the owning team will have matching rights but no compensation rights. 

Picks used as compensation must be from the current year. For example, 2010 draft picks are used as compensation for the 2010 offseason RFA signings. If a winning team owns more than one pick in the same round (for example, two 1st round picks) then the lowest ranked pick overall will be used for compensation. For example, if a winning team has the 5th and 10th ranked 1st round picks then the 10th pick, and not the 5th pick, will be used as compensation. If a team does not own a pick from the current year then they must not make a bid. 

14. GENERAL DRAFT 

Each team receives five general draft picks each year. Up to three years of draft picks, including the current season, can be traded. 

We will have a NHL style draft lottery for the lowest 14 teams. The chances of winning the lottery are as follows (based on the final standings): 

18th Place = 20% 
17th Place = 13.5% 
16th Place = 11.5% 
15th Place = 9.5% 
14th Place = 8.5% 
13th Place = 7.5% 
12th Place = 6.5% 
11th Place = 6% 
10th Place = 5% 
9th Place = 3.5% 
8th Place = 3% 
7th Place = 2.5% 
6th Place = 2%
5th Place = 1% 

Three draws will be held - the first lottery draw will determine the club selecting first overall, the second lottery draw will determine the club selecting second overall and the third draw will determine the club selecting third overall. That means that the the team with the lowest points may not draw worse than 4th.

The lottery only changes the order in the first round (not in subsequent rounds). The draft is NOT a serpentine. 

15. TRADING 

All players, draft picks and FAAB can be traded. Salary cap space cannot be traded. Contingent trades, where picks or players or whatever depend on future performances, are not allowed. 

No trade involving FAAB can be done with less than $500 FAAB and must be in even $100 increments thereafter. 

A team can elect to place an acquired player in any of the major, minor or prospect (if eligible) rosters free of charge. In other words, the roster in which the player played in for the old team is not relevant and there are no activation or transfer fees for traded players. 

16. DIVISIONAL SETUP 

Each year, 3 divisions will be arranged based on the prior year’s standings. With 15 teams in the league, the top 5 teams will be in one division, the middle 5 teams in a second division and the bottom 5 teams in a third division. This is to maintain a competitive balance within the divisions and to give those teams a fair shot at winning the divisional rewards. Divisional rivalries and message board trash talk and even FAAB betting are encouraged on the ProBoards. 

With 16 teams, there will be 6 teams in the Yosemite Division (top). 

17. SPECIAL IN-SEASON AUCTIONS 

If the BoD considers a newly signed player during the regular season to be auction-worthy then an auction will be arranged at proboards. In other words, certain players who sign during the regular season can not be picked up using regular FA wire. 


18. AWARDS, FEES AND FINES 

TEAM AWARDS: 

Winning the BFHL Championship - $8,000 

1st place in a division - $15,000 
2nd place in a division - $9,000 
3rd Place in a division - $6,000 
4th Place in a division - $3,000 

Periodic Awards - $5,000, $3,000 and $2,000 to the three teams with the highest GP in each period.

Winning a stat category for the year - $1,000 

Turnaround Awards will be paid to the top three teams with biggest point gains in the standings from one season to another. The awards are $16,000, $10,000 and $6,000. 

The awards for winning the BFHL Championship and individual divisions will be deferred and distributed after the General Draft. 


INDIVIDUAL PLAYER AWARDS: 

Scoring Awards - $500/stat paid to the team with the top individual player in each stat. Awards will be paid for 21 stats, including TOI for skaters and TOI for goalies. Awards will not be paid for GP and GPP. If more than one player share the top stat then $500 will be paid to each player. Goalies must have played at least 50% of the games (eg 41 in an 82-game season) to qualify for GAA and Sv%. 



FEES: 

Call-up from the minors - $1,000 
Send down to the minors - $0 
Activate a Prospect - $5,000 
Send down eligible prospects to a prospect spot - $0 
Players dropped to FA pool - $0 
Long Term Injured Reserve - $3,000 

FINES: 

Players over 3 games played while on IR - $1,000 
Illegal rosters (each infraction) - $1,000 (and a loss of one day of stats). If one infraction lasts longer then one day then the most teams can be fined is the larger of 10,000 and 25% of available FAAB. 


19. APPROXIMATE ANNUAL LEAGUE SCHEDULE 

Offseason – FA wire remains closed 

End of Regular Season - Trading ban lifted. General Draft pick order determined. All FAAB awards paid out EXCEPT for Divisional wins and Championship. 

End May - BOD announces rules for next season 

Mid July – RFA Auction 

Early August - UFA auction 

Early September – General Draft 

Mid September - New season begins. FAAB for Divisional wins, Championship win and the new season will be distributed. FA wire opens. 

Two days prior to season start – Roster deadline for compliance with cap and limits 

Early March - Trading deadline

WORLD HOCKEY LEAGUE RULES (2015/2016 Season) 


1. OVERVIEW 

WORLD HOCKEY LEAGUE (“WHL”) is a long-term money league based on NHL player salary “cap hits” and with Head-to-Head competition. WHL General Managers (“GM”) not only decide on roster building but also on how to manage salary cap and contract expirations over time. WHL uses “FAAB” (virtual cash) as a form of payment for various activities, awards and trade currency. 

Playing in the WHL requires year-round participation. There is an active offseason with many activities, including bidding for RFAs and UFAs and a general draft, and it’s essential managers play hard year-round. 

SUMMARY 

• 16 teams with weekly Head-to-Head competition and no divisions
• The top 8 teams in the regular season enters a "Cash Playoffs"
• The bottom 8 teams in the regular season enters a "FAAB Playoffs"
• Each playoff round lasts 2 weeks. Any extra days are added to the last round.
• $50 annual entry fee, incl. CBS fees.
• The anticipated prize pool is $700 (subject to CBS fee). $100 to the winner of the regular season. The winner in the Cash Playoffs wins $400 and the runner-up $200.
• Next year's annual entry fee will be deducted from prize money, regardless of whether the GM remains with the league. 
• Any GM who leaves the league for any reason forfeits the annual entry fee.
• 20 equal-weight scoring stats 
• Most categories win the match, with no tiebreakers during the regular season. Best team in the regular season is the tiebreaker in the playoffs. 
• Teams will play one match against each of the other 15 teams. Remaining matches will be based on an unbiased lottery at the start of the season.
• Regular season standings tiebreaker is winning percentage. Additional tiebreaker is last year’s standings (higher wins) and BOD lottery.
• Teams will receive 5 rounds of General Draft picks for 3 years
• 15 active players and max 5 reserve players each night 
• Between 1 and 2 active goalies each night 
• Positions are C, RW, LW, D and G 
• Salary cap is 115% of NHL salary cap
• No more than 3 goalies combined between major, bench and minor rosters 
• Max 5 minor players with a $8 million salary cap 
• Max 8 prospects 
• Max 4 IR, incl. LTIR, if any 
• FAAB Awards for the 8 Cash Playoff teams are $10,000 FAAB per team
• FAAB Award for winning the Championship is $10,000 FAAB
• FAAB Awards for the 8 FAAB Playoff teams: winner wins $50,000 FAAB. Remaining teams will win $40,000 (runner-up), $35,000, $35,000, $25,000, $25,000, $25,000 and $25,000 (last place)
• Draft picks will be determined based on the playoffs: winner of FAAB Playoff wins 1st overall pick. The next 8 picks will go to the FAAB Playoff teams based on results in the playoff (last team wins 8th pick). The winner of the Cash Playoff gets the 16th pick. The remaining 8 picks go to the Cash Playoff teams based on order in the playoff (last team wins the 9th pick). The higher team in the regular season wins the tiebreaker.
• No FAAB or cash will be distributed after the season until next year's CBS fee has been paid. The offseason will not open until all entry fees have been paid.



2. ORGANIZATION 

ANNUAL FEE AND CASH AWARDS

The $50 annual fee is due at the end of the playoffs and before any FAAB and cash are distributed and the trade ban is lifted. The CBS annual fee will be deducted from the annual fee. PayPal is the preferred form of payment. 

Next season’s annual fee will be automatically deducted from the cash winnings before cash is distributed.

Any GM who leaves the league for any reason, including being fired for misconduct as determined by the BOD, forfeits the paid-in annual fee.

PROBOARDS 

We use bearflaggers.proboards.com/index.cgi as our “home” during the offseason.

At the end of every season, the BoD will audit managers’ activities and contributions to the league and agree on any exclusions of managers for inactivity, negative contribution, illegal or abusive behavior or for any other reason, including inability to compete. The BoD will seek to be tolerant and warn managers, if practical, before taking actions but swift actions may be needed at other times. 

The BoD welcomes suggestions to improve our league and have set up a suggestion box at Proboards for that purpose. Rule changes, if any, will typically happen during the off-season and the BoD will attempt to give managers plenty of heads-up. 

FAAB 

FAAB is the virtual cash used for bidding and paying fees and fines. FAAB can be traded for picks and players. 

FAAB cannot be borrowed or traded without another asset. Teams must never run negative balances. If a team runs out of FAAB then they will need to sell players or picks to raise cash or the Commissioner will auction out players to mitigate the situation. Do NOT run out of FAAB. 

The amount of FAAB distributed to the teams at the beginning of the season will be reviewed each year. The Commissioner reserves the right to add or withdraw FAAB and change the rules based on what is best for the league. 

The global balance at the start of each season will be $1,200,000 in a league with 16 teams ($75,000 per team) and the BoD will add enough funds each year to bump up the total FAAB outstanding to the global balance. 

TEAMS 

Team names must be past or present real hockey team names from anywhere in the world. Teams are required to have actual team logos on the CBS roster page. 


STANDINGS 

Standings will be based on teams’ head-to-head records. The regular season standing tiebreaker is winning percentage. Additional tiebreaker is last year’s standings (higher wins). Final tiebreaker is a lottery administered by the BOD.

The third party source is our source for contract terms but what ultimately rules is the actual real-life contract terms. Should there be a discrepancy between the third party source and real-life terms then real-life terms will rule, even if trades have occurred on the third-party basis. 

If a player’s contract expires at the end of the season but he signs a new contract during the season then that player must still be put through free agency upon the expiration of the existing (original) contract. In other words, you own the player for the duration of his current and original contract once you acquire him, not through any re-signings or extensions. 


4. SALARY CAP 

There are two team salary caps in the league: one for the Major team and one for the Minor team. The salary cap for the Major team (active and bench players) will be the real NHL Salary Cap plus 15%. The salary cap for the Minor team is $8 million. Teams must be under both salary caps to accumulate daily stats. 


5. ROSTERS 

MAJOR TEAM 

Required Daily Active Players: 15 

Roster positions include C, LW, RW, D and G 

There are a minimum and maximum number of active players allowed by position. The active daily roster must have: 

2 to 4 Centers 
2 to 4 Left wingers 
2 to 4 Right wingers 
3 to 6 Defensemen 
1 to 2 Goalies 

A team may carry up to 5 additional bench players (reserve) for a total of 20 players in the Major Team. Carrying bench players is not mandatory. 

NOTE: teams must carry no more than 3 goalies combined in the Major and Minor teams. There is no mandatory min/max for other positions. 

MINOR TEAM 

There can be up to 5 players on the Minor Team. Any player with a cap hit of $2 million or below can be placed in the Minors, including rookies, injured and suspended players. Moving a player from the Minor Team to the Major Team roster carries a FAAB fee. There is no fee for sending a player down to the Minors. 


PROSPECTS/ROOKIES 

Rookie eligibility will be refreshed each offseason. Once the player loses his rookie status, he must be moved to the Major or Minor rosters for the following season. A Prospect who loses his eligibility during the season can remain a Prospect until the commencement of the next season. 

WHL uses the following formula for establishing rookie eligibility: 

A skater must not have played more than 40 games and a goalie must not have played more than 20 games (as determined by CBS in the career statistics for that player) by the time he's first sent to Prospects. 

A team can have up to 8 prospects, irrespective of position. Prospect salaries do not count against the respective caps. 

There is a fee to activate a Prospect at any time after he has been assigned to Prospects. Activated Prospects can become Prospects again at any time as long as they are eligible to become Prospects at that time. There is no fee for sending players to Prospects. 

INJURY RESERVE 

There are 4 spots for injured players for the Major Team (there is no IR cap for the Minor Team). Injured players count against the salary cap, unless a manager elects to pay for the IR player to be placed in the long-term injury reserve (LTIR). A LTIR player’s salary does not count against the team’s salary cap but does count towards the IR cap of max 4 players. When a player returns from the IR, a team must activate or drop the player before he has played 4 games while sitting in IR or the team will be fined and suffer an illegal roster. 

If a goalie becomes an IR then a team may replace him with another goalie without it counting towards the goalie roster limit of max 3. However, the injured goalie’s salary still counts against the team’s salary cap (unless he is on LTIR). 


6. DAILY ROSTER MANAGEMENT 

All roster movements either to or from the Minor Team, Prospects and LTIR must be announced on the CBS message boards prior to CBS locks the rosters before game time to become official. There is no formal rule for announcing moves to and from regular IR but doing so is a good practice. 

Managers can make announcements at any time prior to the daily CBS roster deadline, which is typically 5 minutes before official start-time. The BoD may not make the roster changes right away but as long as the announcement is made before the deadline the action is valid. 

Upon a FA pickup or a trade, a player will by default be placed in the Majors (either as active or on the bench). This is preset by the CBS system. If this is NOT the manager’s intention, then any assignments to the Minors, Prospects or LTIR must be announced before the deadline that SAME day. 



7. SCORING SYSTEM 

The WHL is a weekly head-to-head league with “most categories a win.” There are no tiebreakers during the regular season so ties will be recorded as ties. Best team in the regular season is the tiebreaker in the playoffs. Final tiebreaker is a lottery administered by the BOD.

REGULAR SEASON 

The regular season ends six weeks prior to the end of the regular NHL season. 

Each team plays every other team once. Remaining matches will be determined based on an unbiased lottery administered by the BOD prior to the start of the season.

Each playoff round lasts 2 weeks. Any extra days will be added to the last round.

CASH PLAYOFFS 

The top eight teams in the standings make the playoffs. The winner of the playoffs wins the WHL Championship. 

In the playoffs, the number 1 seed will play the number 8 seed, 2 against 7, 3 against 6 and 4 against 5. 

FAAB PLAYOFFS 

The bottom eight teams will be playing a faab playoff with rankings based on the regular season standings. 

The number 9 team will be playing against 16, 10 against 15, 11 against 14 and 12 against 13. 

SKATER SCORING CATEGORIES 

Each category weighs equally. 

G – Goals 
A – Assists 
DEP – Defenseman Points (two DEP for goals and one DEP for assists) 
SOG – Shots on Goal 
GWGOT – Game Winning Goals including Over Time Goals 
PPGFWOI – Power Play Goals For While On Ice 
SHGFWOI – Short Handed Goals For While On Ice 
SHOG – Shootout Goals 
+/- – Plus Minus 
MAJ – Major Penalties 
TOI – Time on Ice (including goalies) 
Hits 
Blocked Shots 
FOW – Face-offs Won 

GOALIE SCORING CATEGORIES: 

SPct – Save % 
SO – Shut Outs 
SHOS – Shootout Saves (excluding shots that misses the net) 
GAA – Goals Against Average 
W – Wins 
S – Saves 

Goalies can also score in other categories, such as G, A, MAJ, SOG and TOI. 


8. FREE AGENT WAIVERS 

No team can add more than three free agents per week. 

Teams picking up players on the waiver wire must use the FAAB bidding module in the CBS system. In case two teams or more are bidding the same amount of FAAB then the team with the highest waiver priority wins. The waiver priority list resets after each waiver pickup such that a winning bidder goes to the bottom of the list. 

The minimum bid for free agents is $500. Any bids above the minimum must in $100 increments. Bids below the minimum or in odd amounts will be deemed illegal and the free agent will go back to the free agent pool. 

The manager must make sure the free agent’s salary (Cap Hit) fits under the team’s salary cap before the puck drops on the day he is signed. 

Only players already in the CBS player system and with contracts posted by Cap Central are eligible for free agent signings during the regular season. 


9. UFA AUCTION 

If a player is an Unrestricted Free Agent (UFA) at the end of his contract then he will go to a pool of UFAs available in the UFA auction. The original team does not have matching or compensation rights to any UFA but can bid for the player in the auction with all the other teams. 

Only UFA players with signed contracts can be bid on. Contracts must first be posted at Cap Central before any bids can be made. Unsigned players, and players not playing in the NHL, are ineligible. 


10. RFA AUCTION 

If a player is a Restricted Free Agent (RFA) at the end of his contract then he will go to a pool of RFAs available in the RFA auction with the owning team having matching and compensation rights. 

Minimum opening and incremental bids are $1,000 FAAB. The owning team can match the winning bid after the auction to keep the player. If the team chooses not to match then the RFA is awarded to the team with the highest bid. The owning team is then entitled to compensation from the new owner, as follows: 

Category 1 RFA 
New Salary Cap Hit of more than $5 million. 
Either 1st Round Entry Draft Pick plus 50% of winning FAAB bid or 100% of winning FAAB bid. 

Category 2 RFA 
New Salary Cap Hit between $2.5 million and $5 million. 
Either 2nd Round Entry Draft Pick plus 50% of winning bid or 100% of winning FAAB bid. 

Category 3 RFA 
New Salary Cap Hit under $2.5 million. 
Either 3rd Round Entry Draft Pick plus 50% of winning bid or 100% of winning FAAB bid. 

The team receiving the compensation will choose the form of compensation. 

A team matching the highest bid will pay 100% of the bid to the league to keep the player. A player not receiving a bid will remain with the old team without the team having to pay a signing bonus. 

If a RFA player remains unsigned when the new season begins then he has to be dropped by the owning team. The BOD will organize an auction when said player is signed and the owning team will have matching rights but no compensation rights. 

Picks used as compensation must be from the current year. For example, 2013 draft picks are used as compensation for the 2013 offseason RFA signings. If a winning team owns more than one pick in the same round (for example, two 1st round picks) then the lowest ranked pick overall will be used for compensation. For example, if a winning team has the 5th and 10th ranked 1st round picks then the 10th pick will be used as compensation. If a team does not own a pick from the current year then they must not make a bid. 


11. GENERAL DRAFT 

Each team receives five general draft picks each year for three years forward, including the current season. 

Draft rankings are based on the results in both playoffs, as follows:

Cash Playoffs – the Championship winner gets the 16th pick and 9th to 15th picks go to remaining teams in reverse order (runner-up gets the 15th pick and so forth). Tiebreaker is the higher-ranking team in the regular season. For example, the team with the highest finish in the regular season in the semi-finals gets 3rd place (and the 14th pick).

FAAB Playoffs - the playoff winner gets 1st pick and 2nd to 8th picks go to remaining teams in the order they finish (runner-up gets the 2nd pick and so forth). Tiebreaker is the higher-ranking team in the regular season. For For example, the team with the highest finish in the regular season in the semi-finals gets 3rd place (and the 3rd pick).

The draft is NOT a serpentine. 

12. TRADING 

Players, draft picks and FAAB can be traded. Salary cap space cannot be traded. Contingent trades, where picks or players or other assets depend on future performances, are not allowed. 

No trade involving FAAB can be done with less than $500 FAAB and must be in even $100 increments thereafter. 

The BoD almost always approves trades. Collusion, or other forms of negative play, including the use of offensive communications, will not be tolerated. 

A team can elect to place an acquired player in any of the Major, Minor or prospect (if eligible) rosters free of charge. In other words, the roster in which the player played in for the old team is not relevant and there are no activation or transfer fees for traded players. 


13. SPECIAL IN-SEASON AUCTIONS 

If the BoD considers a newly signed player during the regular season to be auction-worthy then an auction will be arranged at proboards. In other words, certain players who sign during the regular season can not be picked up using regular FA wire.


14. CBS PLAYER POSITIONS

WHL will strictly follow CBS' position assignments from year to year. Teams must never change a player's position in CBS and there will be an automatic illegal roster if a change is made whether by accident or otherwise. If a mistake happens and the GM self-reports such mistake before the puck is dropped that same day then there will be no fine.


15. AWARDS AND FEES 

FAAB AWARDS: 

Winning the WHL Championship $10,000 
Qualifying for the Cash Playoffs $10,000
FAAB Playoffs:
Winner $50,000
Runner-up $40,000
Third and Fourth Place $35,000
Fifth, Sixth, Seventh and Eighth Place $25,000

Awards will be paid out after the playoffs but not until all annual fees for next season have been collected.

Awards for Championship will be paid out after the General Draft but before the start of next season. 


FEES AND FINES: 

Fee for Dropping an Expiring UFA Player After the Trade Deadline - $3,000 
Call-up from the Minors - $1,000 
Activate a Prospect - $5,000 
Long Term Injured Reserve - $3,000 
Fine for players going over 3 games played while on IR - $1,000 
Illegal rosters (each infraction) - $1,000 (and a loss of one day of stats). If one infraction lasts longer then one day then the most teams can be fined is the larger of 10,000 and 25% of available FAAB.


16. APPROXIMATE ANNUAL LEAGUE SCHEDULE 

Offseason – FA wire remains closed. 

End of Playoffs - FAAB awards are paid out EXCEPT for Championship after next year’s annual fees have been collected

End of Playoffs - Trading ban is lifted after next year’s annual fees have been collected

May - BOD announces new rules for next season 

Mid July – RFA Auction 

Early August - UFA auction 

Early September – General Draft 

Mid September - New season begins. FAAB for the new season and for last year’s Championship are distributed. FA wire opens. 

The day prior to season start – Roster deadline for compliance with cap and limits 

Two weeks prior to the WHL playoffs - Trading deadline

Also of note:

New rules for 2017-18 season: We will replace MAJ, SHOG and SHOS with PIM, Tk and TOI for goalies (in addition to TOI for skaters).

Here's the ruling for the fee to be paid by GM's that are taking over teams:

If a GM is replaced after the season is over and before the annual fee is paid for next season then a replacement GM will pay $20 for the first season and receive no extra FAAB or picks. To pay for the $30 discount, each cash award will be reduced by $10.

This rule applies to all seasons going forward and will not be modified from year to year, unless BOD votes on a new universal rule.

As before, if a GM is replaced during the season and/or after the fee has been paid then there is no refund. A replacement GM will simply take over the team for the rest of the season.

last year i did 8... (all but 1 free, but 4 salary based). and it was WAAAAAY to much... this year im back down to 4 (including two with CHA) and its way more managable. heh. 

 

plus if i keep committing to spend more money on fantasy hockey at some point my wife will kill me :P
